สถิติ “ ต นทุนโลจิสติกส ” ถือเป นตัวชี้วัดที่สําคัญใน การประเมินประสิทธิภาพการบริหารจัดการระบบโลจิสติกส ซึ่งประเทศที่มีประสบการณ และเป นตัวอย างที่ดี (Best Practices) ด านการพัฒนาระบบโลจิสติกส อย างประเทศ สหรัฐอเมริกา และญี่ปุ นได มีการจัดเก็บฐานข อมูลด านโลจิ สติกส และจัดทําต นทุนโลจิสติกส ทั้งในระดับจุลภาคและ มหภาคกันอย างแพร หลาย ในขณะที่ประเทศไทยริเริ่มพัฒนา ระบบข อมูลด านโลจิสติกส ของประเทศเมื่อป 2547 โดย สํานักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคม แห งชาติ ( สศช .) ได ดําเนินการศึกษาแนวคิดการคํานวณและ พัฒนาแบบจําลองต นทุนโลจิสติกส ของประเทศไทย จนได ก ร อบ แ น ว คิด ข อ ง ก า รคํ า นวณต นทุน โ ล จิ สติ กส ใ น ระดับประเทศ ซึ่งสามารถจําแนกองค ประกอบต นทุน โลจิ สติกส ออกเป น 3 ส วนหลัก คือ 1. ต นทุนค าขนส ง ( Transportation Cost ) 2. ต นทุนค าบริหารคลังสินค า ( Warehousing Cost ) และต นทุนการเก็บรักษาสินค าคงคลัง ( Inventory Carrying Cost ) 3. ต นทุนการบริหารจัดการ ( Administrative Cost ) การบริหารจัดการโลจิสติกส ( Logistics Management ) เป นกระบวนการทํางานต าง ๆ ที่เกี่ยวข องกับการวางแผน การ ดําเนินการ และการควบคุมการทํางานขององค กร รวมทั้ง การบริหารจัดการข อมูลและธุรกรรมทางการเงินที่เกี่ยวข อง ให เกิดการเคลื่อนย าย การจัดเก็บ การรวบรวม การกระจาย สินค า วัตถุดิบ ชิ้นส วนประกอบ และการบริการให มี ประสิทธิภาพและประสิทธิผลสูงสุด โดยคํานึงถึงความ ต องการและความพึงพอใจของลูกค าเป นสําคัญ Logistics Statistics is a key indicator for evaluating a country’s capability in managing its logistics system. Countries with the best practice and development in logistics system, such as the United States of America and Japan, would widely exercise the database on both of logistics and logistics costs at macro and micro levels. As part of continuous efforts since 2004, the Office of the National Economic and Social Development Board has undertaken a study to develop a model to quantify Thailand’s logistics costs. Normally, it comprises three main components as follows: 1. Transportation Costs 2. Inventory Carrying Costs and Warehousing Costs 3. Logistics Administration Costs Logistics Management is the process of planning, implementing and controlling the efficient and effective forward and reverse flow and storage of goods, services and related information between the point of origin and the point of consumption in order to meet customers’ requirements. สถิติการขนส ง และโลจิสติกส 418
