แผนการศึกษาแห งชาติ ฉบับ พ . ศ . 2520 แบ ง การศึกษาออกเป น 4 ระดับ คือ ระดับก อนประถมศึกษา ระดับประถมศึกษา 6 ป ระดับมัธยมศึกษา แบ งเป น มัธยมศึกษาตอนต น และมัธยมศึกษาตอนปลาย ตอนละ 3 ป และระดับอุดมศึกษา สําหรับแผนการศึกษาแห งชาติ พุทธศักราช 2535 จะเป ดโอกาสให บุคคลได เรียนรู อย างต อเนื่องตลอดชีวิต โดย อาศัยรูปแบบต างๆ ทั้งการศึกษาที่จัดตามแนวระบบโรงเรียน และการศึกษาที่เกิดจากกระบวนการเรียนรู ในวิถีชีวิต แผนการศึกษาแห งชาติ ฉบับ พ . ศ . 2549 - 2559 เป นแผนยุทธทศาสตร ชี้นําสําหรับการดําเนินงานอย าง ต อเนื่อง เพื่อการปฏิรูปการศึกษา การบริหาร และการ จัดการด านศาสนา ศิลปะ และวัฒนธรรม ที่สอดคล องกันทั้ง ประเทศ ด วยการนําสาระตามกําหนดไว ในรัฐธรรมนูญ พระราชบัญญัติการศึกษาแห งชาติ และนโยบายรัฐบาล ที่มุ ง พัฒนาสังคมให เป นสังคมแห งความรู นําพาไปสู ระบบ เศรษฐกิจฐานความรู ให คนไทยทั้งปวงได รับโอกาสเท าเทียม กันที่จะเรียนรู ฝ กอบรมได ตลอดชีวิต และมีป ญญาเป นทุนไว สร างงานสร างรายได พาประเทศให รอดพันจากวิกฤต เศรษฐกิจและสังคม พร อมทั้งสอดรับกับวิสัยทัศน การ พัฒนาระยะยาว 20 ป ของแผนพัฒนาเศรษฐกิจและสังคม แห งชาติ ฉบับที่ 9 กับพระราชบัญญัติกําหนดแผนและ ขั้นตอนการกระจายอํานาจให แก องค กรปกครองส วนท องถิ่น พ . ศ . 2542 รวมทั้งพระราชบัญญัติและระเบียบอื่น ๆ ที่ เกี่ยวข องมากําหนดเป นแผนปฏิรูปหลักด านการศึกษา ศาสนา ศิลปะ และวัฒนธรรม The 1977 National Education Scheme divided education into 4 levels; namely pre-school education, elementary education with 6 years schooling, secondary education divided into 2 levels: lower and upper secondary level with 3 years schooling for each level, and higher education level. The 1992 National Education Scheme provided the learners with the opportunity to develop themselves through continuity and life-long education in the forms of formal and non-formal schooling systems. The National Scheme is a strategic plan, providing guidance for harmonious continuity of implementation at the national level of each plan/project for education reform , and administration and management of affairs relating to religion , art and culture. The National Scheme represents the major reform plan, bringing together the relevant provisions of the Constitution and the National Education Act. It is also based on the government policy aimed at transforming the society into a society of knowledge, leading to a knowledge-based society, enabling all Thai people to have equal access to lifelong learning and training, and endowed with intellect, serving as a capital for income–generating employment, thus saving the country from the economic and social crisis. The National Scheme is also in harmony with the vision of the long-term development of 20 years, enunciated in the Ninth National Economic and Social Development Plan as well as the Act Stipulating the Plan and Steps for Decentralizing authority to the Local Administration Organizations of 1999 and other relevant laws and regulations. 104 สถิติการศึกษา
