สินค าผ านแดน สินค าที่นําเข ามาในเขตศุลกากร โดยมีวัตถุประสงค เพียงเพื่อจะส งต อไปยังประเทศอื่น สินค าเหล านี้ จะต องอยู ในความอารักขาของศุลกากรขณะ อยู ในประเทศไทย หน วยปริมาณและน้ําหนัก ถือตามที่ใช ในบัญชี รายการสินค าของประเทศไทย อย างไรก็ตามเมื่อสินค าที่สั่ง เข ามาเป นน้ําหนัก ก็จะแสดงเป นน้ําหนักสุทธิของสินค า ยกเว นสินค าบางชนิดที่อยู ในพิกัดอัตราศุลกากรสินค านั้นจะ รวมน้ําหนักของหีบห อไว ด วย มูลค า โดยปกติถือตามมูลค าที่ผู สั่งเข าและผู ส งออก แจ งมา และได ตรวจสอบโดยเจ าหน าที่ศุลกากร สําหรับสินค า ขาเข าใช มูลค า C.I.F. (cost, insurance and freight) ณ ท าเรือปลายทาง ส วนสินค าขาออกได แก มูล ค า F.O.B. (free on board) ณ ท าเรือส งของออก มูลค า F.O.B . เรียกเก็บ จากเอกสารการขายตามจํานวนที่ได รับจริงเป นเงินบาท รวมทั้งภาษีสินค าขาออกด วย ถ าสินค านั้นต องเสียภาษี อัตราแลกเปลี่ยน มูลค าซึ่งแจ งเป นเงินตรา ต างประเทศ ทั้งสินค าขาเข าและสินค าขาออกได แปลงเป น เงินไทยตามอัตราทางราชการ ซึ่งกรมศุลกากรออก ประกาศประจําเดือน เว นแต ผลต างระหว างอัตราที่กรม ศุลกากรประกาศ กับอัตราตลาดประจําวันของธนาคาร แห งประเทศไทย เกินกว า 5 เปอร เซ็นต Direct transit: All the goods which are brought into the customs limit for the sole purpose of transport to another contracting country. These goods are primarily under customs custody while in Thailand. Quantity and weight units: Quantities and weights are recorded in unit in accordance with the Thailand Trade Nomenclature. However, when goods are required to be entered by weight, net weigh is shown, excepting certain goods in the Custom Tariff, in which the weights of immediate packing are used. Values In general, values are based on the declarations made by importers and exporters and subsequently verified by the customs officials. For imports, C.I.F. values at the port of destination are used. For exports, F.O.B. values at the port of departure are used. F.O.B. value are drawn from the documents of sales for the actual amounts received in terms of national currency, including export duties, if any. Exchange conversion Values quoted in foreign currencies for both imports and exports are converted to Thai currency according to the officially notified rates issued monthly by the Customs Department. Unless the difference between the notified rate and the daily market rates issued by the Bank of Thailand exceeds five percents, it has to be approved by the Bank of Thailand.
