แผนการศึกษาแห่งชาติพ.ศ. 2560-2579 เป็นแผน ยุทธศาสตร์การพัฒนาการศึกษาระยะยาว สาหรับใช้ในการ พัฒนาทรัพยากรมนุษย์ โดยหน่วยงานที่เกี่ยวข้องสามารถ นาไปเป็นกรอบและแนวทางในการจัดการศึกษา จุดมุ่งหมายที่ สาคัญของแผนคือการมุ่งเน้นโอกาส และความเสมอภาคทาง การศึกษา การพัฒนาคุณภาพและมาตรฐานการศึกษา และ การศึกษาเพื่อการมีงานท าและสร้างงานได้ แผนการศึกษาฯ ดังกล่าว สามารถตอบสนองบริบทเศรษฐกิจและสังคมของ ประเทศ และของโลกที่ขับเคลื่อนด้วยนวัตกรรมและความคิด สร้างสรรค์รวมทั้งมีความเป็นพลวัต ภายใต้สังคมแห่งปัญญา (Wisdom-Based Society) สังคมแห่งการเรียนรู้ (Lifelong Learning Society) และการสร้างสภาพแวดล้อมที่เอื้อต่อการ เรียนรู้ (Supportive Learning Environment) แผนการศึกษาแห่งชาติฉบับนี้ จะเป็นเสมือนหนึ่ง แผนการพัฒนาด้านการศึกษา นาทางให้ระบบการศึกษาไทย สามารถพัฒนาศักยภาพ และขีดความสามารถที่มีอยู่ในตัวตน ของประชากรทุกช่วงวัย โดยสนับสนุนให้ประชากรสามารถ แสวงหาความรู้และเรียนรู้ได้ด้วยตนเองอย่างต่อเนื่อง ทั้งนี้ เป้าหมายของการพัฒนาการศึกษา 5 ประการ ได้แก่ การ เข้าถึง (Access) ความเท่าเทียม (Equity) คุณภาพ (Quality) ปร ะสิทธิภาพ (Efficiency) แล ะการตอบโ จทย์บริบทที่ เปลี่ยนแปลง (Relevancy) วิสัยทัศน์ของแผนการศึกษาแห่งชาติ “คนไทยทุกคน ได้รับการศึกษาและเ รียนรู้ตลอดชีวิตอย่างมีคุณภาพ ด ารงชีวิตอย่างเป็นสุข สอดคล้องกับหลักปรัชญาของ เศรษฐกิจพอเพียง และการเปลี่ยนแปลงของโลกศตวรรษที่ 21” The National Education Plan; B.E. 2017-2036 is regarded as a long-term educational strategic plan for human resource development, which can be used by the concerned agencies as a framework and a guideline in their educational management. This plan aims at emphasizing opportunities and equity in education, in terms of educational quality, educational standards, including the education for employment and work opportunities. This education plan can also, under the Wisdom - Based Society, Lifelong Learning Society and Supportive Learning Environment, response to the country and the global socio-economic context driven by the dynamic innovation and creativity. The educational plan, B.E. 2017-2036 acts as a Roadmap for the Thai Educational Development System, it would lead the development of education for all aged-group of people for them to increase their potential and capability in themselves by supporting mechanisms in knowledge searching and self-learning continuously. There are five goals in educational plan, namely, Access, Equity, Quality, Efficiency and Relevancy. Vision of the National Education Plan is “All Thai people are provided with quality education and engage in lifelong learning as well as live happy lives on the basis of the principles of a sufficiency economy and global changes in the 21 st century” . 109 Education Statistics
