สานักงานคณะกรรมการพัฒนาการเศรษฐกิจและ สังคมแห่งชาติ ได้มีการปรับปรุงการจัดท ารายได้ประชาชาติ ของประเทศไทยอย่างต่อเนื่อง โดยเฉพาะการปรับเปลี่ยนปี ฐานสาหรับการประมวลผลรายได้ประชาชาติ ณ ราคาคงที่ เพื่อให้โครงสร้างราคาสินค้าและบริการของปีที่ใช้เป็นน้าหนัก ในปีฐาน มีความทันสมัย สอดคล้องกับโครงสร้างเศรษฐกิจที่ มีการเปลี่ยนแปลงตลอดเวลา โดยในปัจจุบันได้มีการวัด รายได้ประชาชาติหรือ GDP มูลค่าที่แท้จริง แบบปริมาณ ลูกโซ่ (Chain Volume Measures: CVM) เนื่องจากให้ผล อัตราการขยายตัวของเศรษฐกิจที่สะท้อนข้อเท็จจริงได้ดีกว่า การวัดแบบปีฐานคงที่ โดยเฉพาะในกรณีที่ปีฐานเก่ามาก เกินไป พร้อมทั้งปรับปรุงเพิ่มเติมกิจกรรมทางเศรษฐกิจที่ เกิดขึ้นใหม่ และปรับปรุงแนวคิดตามระบบบัญชีประชาชาติ สากลล่าสุด เพื่อให้รายได้ประชาชาติของประเทศไทย อนุกรม ใหม่ มีความสมบูรณ์ ทันสมัย สามารถนาไปใช้ประโยชน์ได้ อย่างมีประสิทธิภาพต่อไป รายได้ประชาชาติของประเทศไทย อนุกรมใหม่ ได้ ด าเนินการปรับปรุงย้อนหลังถึงปี 2533 ครอบคลุม ระยะเวลา 21 ปี ตั้งแต่ปี พ.ศ. 2533 - 2553 โดยมีการ เปลี่ยนแปลงทั้งมูลค่า ณ ราคาประจาปี และมูลค่า ณ ราคาคงที่ เป็นผลมาจากการปรับปรุงเพิ่มเติมกิจกรรมทางเศรษฐกิจใหม่ การปรับปรุงตามแนวคิดล่าสุด โดยเฉพาะการปรับเปลี่ยน วิธีการวัดมูลค่าที่แท้จริง (Real terms) The Office of the National Economic and Social Development Board (NESDB) has been continuously developing and improving Thailand’s national accounts on various important matters, especially the revision of the base year in real terms estimation by updating the prices of goods and services used as weights in the base year which consistently reflects to the rapid change of economic structure. At present, the chain volume measures (CVMs), which is considered to be a better perform and consistent to GDP growth measurement in real terms, especially in the case of using an obsolete base year as seen from theoretical concepts and empirical results in the case of Thailand. In addition, the NESDB has also improved our SNA quality in an assortment of important features, particularly on adding up new economic activities as well as revising to the latest international standards for the purpose of the up-to-date national accounts statistics and being utilized accurately and effectively. New series of national accounts of Thailand has been revised back to 1990, covering 1990-2010 ( 21 years revision). The changes have been found from both nominal and real terms as results of incorporating new economic activities in line with the latest international standard revision. บัญชีประชาชาติ 262
