คนงาน หมายถึง ผู้ซึ่งท างานในโรงงาน ทั้งนี้ ไม่ รวมถึงผู้ซึ่งท างานฝ่ายธุรการ การก่อสร้าง สานักงานสถิติแห่งชาติ ได้ด าเนินการ สารวจพื้นที่การก่อสร้างเป็นประจาทุกปีตั้งแต่ ปี 2509 โดย คุ้มรวมสิ่งก่อสร้างทุกประเภทที่เอกชนได้รับอนุมัติให้ก่อสร้าง ใหม่ และต่อเติมการขอดัดแปลง ในทุกพื้นที่ทุกจังหวัด ทั่วประเทศ การก่อสร้างใหม่ หมายถึง การสร้างอาคารขึ้นใหม่ ทั้งหมด ไม่ว่าจะเป็นการสร้างขึ้นแทนของเดิมหรือไม่ก็ตาม การต่อเติมหรือดัดแปลง หมายถึง การเปลี่ยนแปลง ต่อเติม เพิ่ม ลด หรือขยาย ซึ่งลักษณะขอบเขต แบบ รูปทรง สัดส่วน น้าหนัก เนื้อที่ของโครงสร้าง ของอาคารหรือส่วน ต่างๆ ของอาคารซึ่งได้ก่อสร้างไว้แล้วให้ผิดไปจากเดิม การส่งเสริมการลงทุน สานักงานคณะกรรมการ ส่งเสริมการลงทุน เป็นหน่วยงานที่รับผิดชอบอนุมัติให้การ ส่งเสริม กิจการที่จะให้การส่งเสริมการลงทุนได้ ต้องเป็น กิจการที่สาคัญและเป็นประโยชน์ในด้านเศรษฐกิจ สังคม และ ความมั่นคงของประเทศ กิจการผลิตเพื่อส่งออกไปจาหน่าย ต่างประเทศ กิจการที่ใช้ทุน แรงงานหรือบริการในอัตราสูง หรือกิจการที่ใช้ผลิตผลการเกษตร หรือทรัพยากรธรรมชาติ เป็นวัตถุดิบ ซึ่งคณะกรรมการเห็นว่า กิจการนั้นยังไม่มีใน ราชอาณาจักร หรือมีในราชอาณาจักรไม่เพียงพอหรือ กรรมวิธีการผลิตยังไม่ทันสมัย อุตสาหกรรมแร่ มีความสาคัญและเป็นตัวกระตุ้น ผลักดันการพัฒนาประเทศมาโดยตลอด แร่ที่มีการผลิตใน transporting, keeping, or destroying anything in accordance with the type or kind of factory as provided for in a ministerial rule.
