สินค้าผ่านแดน สินค้าที่นาเข้ามาในเขตศุลกากรโดย มีวัตถุประสงค์เพียงเพื่อจะส่งต่อไปยังประเทศอื่น สินค้าเหล่านี้ จะต้องอยู่ในความอารักขาของศุลกากรขณะอยู่ในประเทศไทย หน่วยปริมาณและนาหนัก ถือตามที่ใช้ในบัญชี รายการสินค้าของประเทศไทย อย่างไรก็ตามเมื่อสินค้าที่สั่ง เข้ามาเป็นน้าหนัก ก็จะแสดงเป็นน้าหนักสุทธิของสินค้า ยกเว้น สินค้าบางชนิดที่อยู่ในพิกัดอัตราศุลกากรสินค้านั้นจะรวม น้าหนักของหีบห่อไว้ด้วย มูลค่า โดยปกติถือตามมูลค่าที่ผู้สั่งเข้า และผู้ส่งออก แจ้งมา และได้ตรวจสอบโดยเจ้าหน้าที่ศุลกากร สาหรับสินค้า ขาเข้าใช้มูลค่า C.I.F. (cost, insurance and freight) ณ ท่าเรือ ปลายทาง ส่วนสินค้าขาออกได้แก่มูล ค่า F.O.B. (free on board) ณ ท่าเรือส่งของออกมูลค่า F.O.B . เรียกเก็บจาก เอกสารการขายตามจานวนที่ได้รับจริงเป็นเงินบาทรวมทั้งภาษี สินค้าขาออกด้วย ถ้าสินค้านั้นต้องเสียภาษี อัตราแลกเปลี่ยน มูลค่าซึ่งแจ้งเป็นเงินตรา ต่างประเทศ ทั้งสินค้าขาเข้าและสินค้าขาออกได้แปลงเป็น เงินไทยตามอัตราทางราชการ ซึ่งกรมศุลกากรออกประกาศ ประจาเดือน เว้นแต่ผลต่างระหว่างอัตราที่กรมศุลกากร ประกาศ กับอัตราตลาดประจาวันของธนาคารแห่งประเทศ ไทยเกินกว่า 5 เปอร์เซ็นต์ Direct transit: All the goods which are brought into the customs limit for the sole purpose of transport to another contracting country. These goods are primarily under customs custody while in Thailand. Quantity and weight units: Quantities and weights are recorded in unit in accordance with the Thailand Trade Nomenclature. However, when goods are required to be entered by weight, net weigh is shown, excepting certain goods in the Custom Tariff, in which the weights of immediate packing are used. Values In general, values are based on the declarations made by importers and exporters and subsequently verified by the customs officials. For imports, C.I.F. values at the port of destination are used. For exports, F.O.B. values at the port of departure are used. F.O.B. value are drawn from the documents of sales for the actual amounts received in terms of national currency, including export duties, if any. Exchange conversion Values quoted in foreign currencies for both imports and exportsare converted to Thai currency according to the officially notified rates issued monthly by the Customs Department. Unless the difference between the notified rate and the daily market rates issued by the Bank of Thailand exceeds five percents, it has to be approved by the Bank of Thailand.
