วัตถุประสงค์ที่สาคัญของการสารวจภาวะการ ท างานของประชากร เพื่อประมาณจานวนและลักษณะของ กาลังแรงงานภายในประเทศ และจังหวัดต่างๆ ในระยะเวลา หนึ่งๆ สานักงานสถิติแห่งชาติได้ท าการปรับปรุงแนวคิด และค านิยามที่ใช้ในการสารวจภาวะการท างานของประชากร หลายครั้ง เพื่อให้สอดคล้องกับสภาพที่แท้จริงทางสังคมและ เศรษฐกิจของประเทศ ตลอดจนความต้องการของผู้ใช้ข้อมูล สาหรับการสารวจตั้งแต่ พ . ศ. 2544 ได้มีการปรับ อายุผู้อยู่ใน กาลังแรงงานจาก 13 ปีขึ้นไป เป็น 15 ปีขึ้นไป เพื่อให้สอดคล้องกับกฎหมายการใช้แรงงานเด็ก ปรับปรุง การจัดจาแนกประ เ ภทของอาชีพอุตสาหกรรม และ สถานภาพการท างาน ให้สอดคล้องกับมาตรฐานสากล และ ปรับเขตการปกครองจากเดิมเขตสุขาภิบาลถูกนาเสนอรวม เป็นนอกเขตเทศบาล มารวมเป็นในเขตเทศบาล เนื่องจาก พระราชบัญญัติเปลี่ยนแปลงฐานะของสุขาภิบาลเป็นเทศบาล พ . ศ. 2542 ปัจจุบันจากความจาเป็นที่ต้องการใช้ข้อมูล เพื่อ การวางแผน และกาหนดนโยบายในระดับจังหวัดมีมากขึ้น สานักงานสถิติแห่งชาติ จึงได้กาหนดขนาดตัวอย่างเพิ่มขึ้น โดยเริ่มตั้งแต่ พ . ศ. 2537 เพื่อให้สามารถนาเสนอข้อมูล ในระดับจังหวัดได้ โดยเสนอเฉพาะรอบการสารวจของเดือน กุมภาพันธ์ และเดือนสิงหาคมเท่านั้น การสารวจรอบที่ 4 ในเดือนพฤศจิกายน พ . ศ. 2541 ซึ่งจัดท าเป็นครั้งแรกได้เสนอ ผลในระดับจังหวัดด้วย และตั้งแต่ปี พ . ศ. 2542 เป็นต้นมา ผลการสารวจ ทั้ง 4 รอบได้เสนอผลในระดับจังหวัด ค านิยามศัพท์ที่สาคัญมีดังต่อไปนี้ ผู้มีงาน ทา หมายถึง บุคคลที่มีอายุ 15 ปีขึ้นไป และในสัปดาห์แห่งการสารวจมีลักษณะอย่างหนึ่งอย่างใด ดังต่อไปนี้ The main objective of the LFS is to estimate the number and characteristics of the labour force at the national and provincial levels periodically. The National Statistical Office has adapted and changed the concepts and definitions used in the LFS over times since the initial year. The purpose of the adoption is to comply with the current situation of socio-economic in the country and to better serve users’ requirement. In 2001, the coverage of the LFS has been changed to cover persons aged 15 years and over instead of 13 years and over, in accordance with the Child Labour Law. The international standard of classification in occupation, industry and employment status also adopted. Sanitary district, where was separated in the past, was combined into non-municipal area were presently included in municipal area, under Municipal Sanitation Change Act B.E. 2542 (1999). Due to the increasing demand of data for plans and policy formulation at provincial level, the National Statistical Office has expanded sample size to present data at provincial level, commencing from survey in February and August 1994. For the fourth round in November 1998, data were presented at provincial level for the first time. However since 1999, the results of the four rounds have been presented at provincial level.
