คนงาน หมายถึง ผู ซึ่งทํางานในโ รงงาน ทั้งนี้ ไม รวมถึงผู ซึ่งทํางานฝ ายธุรการ การก อสร าง สํานักงานสถิติแห งชาติ ได ดําเนินการ สํารวจพื้นที่การก อสร างเป นประจําทุกป ตั้งแต ป 2509 โดยคุ มรวมสิ่งก อสร างทุกประเภทที่เอกชนได รับอนุมัติให ก อสร างใหม และต อเติมหรือการขอดัดแปลง ในทุกพื้นที่ ทุกจังหวัดทั่วประเทศ การก อสร างใหม หมายถึง การสร างอาคารขึ้นใหม ทั้งหมด ไม ว าจะเป นการสร างขึ้นแทนของเดิมหรือไม ก็ตาม การต อเติมหรือดัดแปลง หมายถึง การเปลี่ยนแปลง ต อเติม เพิ่ม ลด หรือขยาย ซึ่งลักษณะขอบเขต แบบ รูปทรง สัดส วน น้ําหนัก เนื้อที่ของโครงสร าง ของอาคารหรือส วน ต างๆ ของอาคารซึ่งได ก อสร างไว แล วให ผิดไปจากเดิม การส งเสริมการลงทุน สํานักงานคณะกรรมการ ส งเสริมการลงทุน เป นหน วยงานที่รับผิดชอบอนุมัติให การส งเสริมกิจการที่จะให การส งเสริมการลงทุนได ต องเป น กิจการที่สําคัญและเป นประโยชน ในด านเศรษฐกิจ สังคม และ ความมั่นคงของประเทศ กิจการผลิตเพื่อส งออกไปจําหน าย ต างประเทศ กิจการที่ใช ทุน และแรงงาน หรือบริการใน อัตร าสูง หรื อกิจกา รที่ ใ ช ผลิตผลกา ร เ กษตร หรื อ ทรัพยากรธรรมชาติเป นวัตถุดิบ ซึ่งคณะกรรมการเห็นว า กิจการนั้นยังไม มีในราชอาณาจักร หรือมีในราชอาณาจักร ไม เพียงพอหรือกรรมวิธีการผลิตยังไม ทันสมัย อุตสาหกรรมแร มีความสําคัญและเป นตัวกระตุ น ผลักดันการพัฒนาประเทศมาโดยตลอด แร ที่มีการผลิตใน Worker means a person who works in a factory but excluding a person working in an administrative staff.
