กำรแพร่ระบำดของโรคติดเชื้อไวรัสโคโรนำ 2019 (โควิด- 19) สำนักงำนสถิติแห่งชำติจึงมีควำมจำเป็นที่จะต้อง ด ำเนินกำรตำมมำตรกำรเว้นระยะห่ำงทำงสังคม ( Social Distancing ) อย่ำงเคร่งครัด จึงท ำให้ ไม่สำมำรถด ำเนินกำร จัดเก็บข้อมูลสำมะโนประชำกรและเคหะ พ.ศ. 2563 โดย วิธีกำรสัมภำษณ์จำกประชำชนผู้ให้ค ำตอบโดยตรงได้ นอกจำกนี้ สำนักงำนสถิติแห่งชำติได้หำรือกับผู้ทรงคุณวุฒิ ด้ำนประชำกรศำสตร์ พบว่ำกำรจัดเก็บข้อมูลในสถำนกำรณ์ กำรแพร่ระบำดของโรคติดเชื้อไวรัสโคโรนำ จะท ำให้ได้ข้อมูล สถิติประชำกรที่มีควำมคลำดเคลื่อนได้ เนื่องจำกลักษณะทำง ประชำกรและกำรย้ำยถิ่นของประชำกรมีควำมเปลี่ยนแปลง ไปจำกสถำนกำรณ์ปกติ อีกทั้งคณะกรรมกำรบริหำร โครงกำรสำมะโนประชำกรและเคหะ พ.ศ. 2563 ได้มีมติให้ เลื่อนกำรด ำเนินงำนสำมะโนประชำกรและเคหะ พ.ศ. 2563 ออกไปจนกว่ำสถำนกำรณ์กำรระบำดจะสิ้นสุดลง สถิติประชากรจากการทะเบียน ก่อนปี 2531 สำนักทะเบียนจังหวัดได้รวบรวม จำนวนกำรเกิด กำรตำย กำรย้ำยออก และกำรย้ำยเข้ำ ซึ่งได้รับแจ้งจำกเจ้ำของบ้ำน หรือผู้ที่เกี่ยวข้อง แล้วนำมำประมวลผลที่สำนักบริหำร กำรทะเบียน เพื่อออกเป็นรำยงำนข้อมูลสถิติจำนวน ประชำกรทั้งประเทศ รำยจังหวัด อำเภอ และเขตเทศบำล โดยนำเสนอรำยงำนปีละครั้ง ณ วันที่ 31 ธันวำคม ในปี 2531 ได้นำเลขประจำตัวประชำชน 13 หลัก ของคนไทยทุกคนมำบันทึกจัดสร้ำงเป็นฐำนข้อมูลทะเบียน รำษฎร์ ด ำเนินกำรเก็บรวบรวมข้อมูลจำกทะเบียนบ้ำน และจัดท ำเป็นฐำนข้อมูลกำรทะเบียน ต่อมำในปี 2540 ได้ ปรับปรุงโดยใช้ระบบออนไลน์จำกสำนักทะเบียน เขต / อำเภอ และกิ่งอำเภอ และเสร็จสมบูรณ์ใช้ได้ทั่วประเทศ ในปี 2547 due to the epidemic situation of the Coronavirus Disease 2019 ( COVID- 19), the National Statistical Office has strictly adhered to social distancing measures. Therefore, it is not possible to collect data from the 2020 Population and Housing Census through direct interviews. It found that data storage in the epidemic situation of coronavirus would result in inaccurate demographic data because the demographic and migration characteristics of the population have changed from the normal situation. In addition, the 2020 Population and Housing Census Executive Committee has decided to postpone the 2020 Population and Housing Census until the epidemic situation is over. Population statistics were from the Bureau of Registration Administration. Before 1988 , the Provincial Registration Offices collected the data on birth, death, registered-out and registered-in from the notifications of the household member or the person concerned. The data were processed at the Bureau of Registration Administration, and presented at the national, provincial, district and municipal areas levels. The population statistics under the registration system were presented once a year on December 31 . In 1988 , the Bureau of Registration Administration constructed the database of population registration by using people’s identification number (off line). In 1997 , online system was introduced to local Registration Administration Offices in some districts and sub-districts.
