อัตราค าจ างขั้นต่ํา หมายถึง อัตราค าจ างที่ เพียงพอสําหรับแรงงานทั่วไป แรกเข าทํางาน 1 คน ให สามารถดํารงชีพอยู ได ตามสมควรแก มาตรฐานการครองชีพ สภ า พ เ ศ ร ษ ฐ กิ จ แ ล ะ สั ง คม ร ว ม ทั้ ง เ ห ม า ะ ส ม ต า ม ความสามารถของธุรกิจในท องถิ่นนั้น การปรับอัตราค าจ างขั้นต่ําซึ่งจะมีผลบังคับใช ตั้งแต วันที่ 1 ตุลาคม 2565 นั้น ถือเป นเครื่องมือสําคัญในการ ยกระดับรายได ของลูกจ าง ลดสัดส วนแรงงานที่มีฐานะ ยากจน และอาจช วยหนุนการปรับโครงสร างในตลาดแรงงาน โดยจะลดความเหลื่อมล้ําระหว างกลุ มแรงงานที่ขาดทักษะกับ กลุ มแรงงานมีฝ มือและแรงงานวิชาชีพในระยะยาว และ สนับสนุนให แต ละภาคส วนได รับผลพวงจากการเติบโตทาง เศรษฐกิจอย างทั่วถึงมากยิ่งขึ้น สถิติแรงงานต างด าว ได รับข อมูลจาก กรม การจัดหางาน กระทรวงแรงงาน ซึ่งรวบรวมข อมูล เกี่ยวกับคนต างด าวที่ได รับใบอนุญาตทํางานในประเทศไทย ภายใต การบริหารจัดการของสํานักบริหารแรงงานต างด าว ซึ่งเป นหน วยงานในสังกัดกรมการจัดหางาน ที่ได รับ มอบหมายให ดําเนินการบริหารจัดการการทํางานของ ต างด าวในประ เทศไทย ให สอดคล องและ เป นไปตาม พระราชบัญญัติการทํางานของคนต างด าว พ . ศ . 2551 และกฎหมาย กฎ ระเบียบ ข อบังคับอื่นที่เกี่ยวข อง ได แก พระราชบัญญัติคนเข าเมือง พ . ศ . 2522 กฎหมายว าด วย การส งเสริมการลงทุนหรือกฎหมายอื่นรวมทั้งนโยบาย ด านแรงงานของรัฐบาล คนต างด าวที่ได รับใบอนุญาตให ทํางาน ต องมีถิ่นที่อยู ในราชอาณาจักร หรือได รับอนุญาตให เข ามาในราชอาณาจักร The minimum wage rate means a wage rate that is sufficient for general workers who first enter work for 1 person to be able to live in accordance with the standard of living, and taking into account economic and social conditions as well as being appropriate according to the local businesses capabilities. The minimum wage adjustment implemented from October 1, 2022 , is considered to be an important tool in enhancing employees' income, reducing the proportion of insufficiencies and may support structural adjustments in the labor market. It will reduce the disparity between unskilled workers and skilled workers as well as professional workers in the long run, and encourage each sector to benefit from economic growth. Statistics on Migrant Worker: Department of Employment, Ministry of Labour is responsible for collecting data on foreign workers with work permit. The duty of their administration in foreign workers is under the Working of Alien Act B.E 2551(2008), as well as Law, Rules and related Regulation, such as Immigration Act B.E 2522 (1989), Investment Act, including the Government policies on labour .
