การศึกษา
3.1 นโยบายและเปาหมายการศึกษาของไทย
แผนพัฒนาเศรษฐกิจและสังคมแหงชาติ
ฉบับที่ 11 ไดกําหนดเปาหมายพัฒนาคนสูสั งคม
แหงการเรียนรูตลอดชี วิตอยางยั่งยืน โดยยกระดั บ
ก า ร พ ัฒ น า ค ุณ ภ า พ ก า ร ศ ึก ษ า ไ ท ย ใ ห ไ ด
มาตรฐานสากล ทํ าการปฏิรูปการศึกษาและ
เรียนรู อยางเปนระบบ มุงเน นการพัฒนาคุณภาพ
และมาตรฐานการศึกษา รวมทั้งการเพิ่มโอกาส
ทา ง ก า ร ศ ึกษา แล ะก า ร เ ร ี ยนรู ใ นร ูปแบบที ่
หลากหลาย โดยมีเปาหมายใหบรรลุตัวชี้วัด คือ
จํานวนปการศึ กษาเฉลี ่ยของคนไทยเพิ่มขึ้นเป น
12 ป และประชากรวัยเด็ กมีผลสัมฤทธิ์ทางการ
เรี ยนในวิชาหลั กดวยคะแนนเฉลี่ ยมากกวารอยละ
50 แตตลอดระยะเวลา 10 ป ที่ ผานมาจํานวนป
การศึกษาเฉลี่ ยของคนไทยต่ํากวา 10 ป แมจะ
ขยายโอกาสทางการศึกษาเพิ ่มขึ ้น แตเกิดการ
เปลี่ยนแปลงเพียงเล็ กนอย นอกจากนี้ ผลสัมฤทธิ์
ทางการเรียนในหลายวิชาของนักเรียนทั ้งระดับ
ประถมศึกษามัธยมศึกษา ต่ํากวารอยละ 50 เชน
คณิตศาสตร ภาษาอังกฤษ วิทยาศาสตร นับวา
เ ป น เ รื ่อ ง ที ่ท  าทา ยสํ าหร ับภ า ค ร ั ฐที ่จ ะต อ ง
ขับเคลื่ อน เพื่อให การศึกษาของประชากรบรรลุ
เปาหมายที่กําหนด

Education
3.1 Policy and Targeted Goal of
Education in Thailand
The 11th Economic and Social
Development Plan has targeted to develop
the long-life learning society for the Thai
people by enhancing the quality of
education up to international standard
level. The education and learning system
has been reformed systematically, as well
as extended the opportunity of learning in
multi-dimension. The targeted goal of the
National Plan are to achieve the indicator of
an average years of schooling up to 12 years
and increase average points of major
subjects to more than 50%. For the past 10
years, an average years of schooling in
Thailand were less than 10 years, although,
the government has subsidized in
education, however it has slightly impacted.
In addition, Learning Achievement at
Elementary and Secondary levels were
under 50% in Mathematic English and
Science. These are the challenges of the
public sectors in how to manage in
achieving the national development goal in
population’s education.
